The Interior Department and Bureau of Ocean Energy Management (BOEM) announce draft strategy for offshore oil and gas leasing in 2017-2022. The proposal includes ten sales in the Gulf of Mexico, “one of the most productive basins in the world and where oil and gas infrastructure is well established.” The Draft Proposed Program and the Notice of Intent to Develop a Draft Environmental Impact Statement will be available for public comment for 60 days following the publication of the documents in the Federal Register.

H.R. 2231, Offshore Energy and Jobs Act passed House; Bill at  http://www.govtrack.us/congress/bills/113/hr2231/text. Amends the Outer Continental Shelf Lands Act to increase energy exploration and production on the Outer Continental Shelf (opening many new areas of the US EEZ), provide for equitable revenue sharing for all coastal States, implement the reorganization of the functions of the former Minerals Management Service into distinct and separate agencies, and for other purposes.
